First we had that Soviet-style 'Drug Czar' and then we gave our national security to a foreigner who is a citizen of Israel and looks like Skeletor and now, as we are losing our wars against the people we invaded in the Middle East, Bush has chosen a War Czar. And I wonder when Americans will get very pissed off at all these Czars running around, trying to trap us in a recreation of Russian tyranny. Meanwhile, our Senators vote to spend more money on these hopeless wars.
WASHINGTON -- President Bush has chosen Lt. Gen. Douglas Lute, the Pentagon's director of operations, to oversee the fighting in Iraq and Afghanistan as a "war czar" after a long search for new leadership, administration officials said Tuesday.In the newly created position, Lute would serve as an assistant to the president and deputy national security adviser, and would also maintain his military status and rank as a three-star general, according to a Pentagon official.
So, we are going to imitate Russia? I suppose that may not be such a great idea since even the Russians don't want to recreate either Czarist Russia or the Soviet Union. And besides that, how stupid is the Pentagon and its dumbbell leader, Bush? Whenever Russia is losing a war, the Czar or Stalin says, 'We need to call for our finest general to save us, General Winter!' And then they win their wars. But General Winter on this continent would operate only in Canada and here in the Northeast where I live. In winter, it is brutal, the Brits had a lot of trouble with this during the Revolutionary War.
But in the hot Middle East, General Winter melts. And alas for us, General Summer works for the Muslims. They love him and he gives them victory. The carnage created by our 'surge' in Iraq grows ever greater. So many Iraqis have died and many Americans. We now see the circus farce of American troops dying three or four a day, rousing a huge firestorm of rage as we tear about Iraq, seeking three soldiers who were captured.
Unlike the Vietnam war, we have no one to negotiate with to stop this madness, well, except for the crafty, claw-flexing Persian Kitty that mocks us every day. Meow. So, in the middle of this surge which will last longer than WWI and WWII combined, we will now have yet another layer of bureaucracy at the Pentagon! These two hopeless wars are 1/100th the size of WWII but look at how we have to have so many commanders, theaters of operations and organization charts that look like the Spring Madness basketball charts as if drawn by someone on LSD.
The Pentagon knows one thing really good: how to grow bigger and spend money. Bush and his gang know one thing: spread the blame and make as many people in charge of the same things so when defeat or horrors happen, everyone fingerpoints to someone else. Look at Katrina: they shoved Homeland Security through Congress with the help of the military secret anthrax killer's letters and then when it was supposed to do something, they blamed FEMA and everyone from the mayor of New Orleans, the governor of Louisiana, the Red Cross, etc, etc. At the time, I wrote, 'Get rid of Homeland Security. Obviously, it doesn't work.'
In this case, the Czar is simply a scape goat to stand in front of AWOL Skull and Bonesman, Bush. This way this rabbit-eared monkey can claim he has no control over events and the failure if the fault of this goofy general.
In this thought-provoking report, Colonel Douglas Lute argues that the decision-making apparatus in Washington is linked more to the past than the future and that it needs an overhaul. In making his case, he examines recent deployments of U.S. forces in Bosnia, Haiti, and Somalia. In different ways, all three case studies point out major flaws in the organization and functioning of our national security apparatus. His analysis bears study, especially if we are to avoid a further widening of the inevitable gap between planners and implementers. The effects of this gap have been particularly evident for the United States. While the planning focus in Washington has been on the high end of the conflict spectrum--that is, on trying to imagine the strategic circumstances of potential war involving the United States--U.S. military forces have been decisively engaged in peace operations, humanitarian assistance, disaster relief, and other military operations at the lower end of the conflict spectrum. Our nation and our military will continue to confront--and need to address effectively--these missions.Lute points out that our planning and implementation for crisis response remain unacceptably ad hoc. He argues that there is little or no institutionalized approach to formulate policy, develop consensus for multinational operations, or integrate civilian and military organizations in an overall effort. As one who was responsible for operations in Africa, Europe, and the Middle East, I can attest to the lack of a systematic process for developing policy for action in a crisis and providing resources. There is a belief in some departments in Washington that if you can do operations at the high end of the conflict spectrum, then you automatically can be successful at the lower end. Such misguided thinking could result in mission failure and risk unnecessary casualties. We do not need any more experiences like Somalia, where a major gap between policymaking and execution led to withdrawal of the U.S. contingent in 1994.
As Hitler was losing WWII, he blamed his generals who were being taken apart by General Winter in Russia. He thought, if he reorganized them and put more generals in charge of more layers of responsibility, they could outwit this awesome and fearful General. Of course, this didn't work since the soldiers still froze to death and then came General Mud Season. He turned Russia's roads into mush. The equipment broke down and the soldiers floundered in the deep mud. Just as we fight the Afghanis who retaliate by turning Pakistan, a nuclear power, into chaos as well as flooding the whole planet with endless opiates. Thus, they win by destroying our Drug Czar who can't stop the flood of dope.
This General Lute is typical of his gang: he wants to have a Fuehrer who leads. Bush talks about being the Leader Who Leads and being the Commander Guy which is, I suppose, like the charater playing the father in 'The Family Guy': a stupid loudmouth. Gen. Lute wishes to cut through all that red tape and simply command. Which means he wants the Soviet Union or Czarist Russia. Imagine how swiftly we will win wars if only we had a leader who did what it takes! Namely, kill everyone until they 'surrender' no matter how bloody!
Of course, the desire to murder all the Muslims is very strong and we keep forgetting our own propaganda about this stupid war: Saddam was killing his own people and we had to save them!

Wednesday, May 2, 2007Now the rule of law has two defects, each of which suggests the need for one-man rule. The first is that law is always imperfect by being universal, thus an average solution even in the best case, that is inferior to the living intelligence of a wise man on the spot, who can judge particular circumstances. This defect is discussed by Aristotle in the well-known passage in his "Politics" where he considers "whether it is more advantageous to be ruled by the best man or the best laws."
The other defect is that the law does not know how to make itself obeyed. Law assumes obedience, and as such seems oblivious to resistance to the law by the "governed," as if it were enough to require criminals to turn themselves in. No, the law must be "enforced," as we say. There must be police, and the rulers over the police must use energy (Alexander Hamilton's term) in addition to reason. It is a delusion to believe that governments can have energy without ever resorting to the use of force.
The best source of energy turns out to be the same as the best source of reason--one man. One man, or, to use Machiavelli's expression, uno solo, will be the greatest source of energy if he regards it as necessary to maintaining his own rule. Such a person will have the greatest incentive to be watchful, and to be both cruel and merciful in correct contrast and proportion. We are talking about Machiavelli's prince, the man whom in apparently unguarded moments he called a tyrant.
The American Founders heeded both criticisms of the rule of law when they created the presidency. The president would be the source of energy in government, that is, in the administration of government, energy being a neutral term that might include Aristotle's discretionary virtue and Machiavelli's tyranny--in which only partisans could discern the difference. The founders of course accepted the principle of the rule of law, as being required by the republican genius of the American people. Under this principle, the wise man or prince becomes and is called an "executive," one who carries out the will and instruction of others, of the legislature that makes the law, of the people who instruct or inspire the legislature. In this weak sense, the dictionary definition of "executive," the executive forbears to rule in his own name as one man. This means that neither one-man wisdom nor tyranny is admitted into the Constitution as such; if there is need for either, the need is subordinated to, or if you will, covered over by, the republican principle of the rule of law.
Yet the executive subordinated to the rule of law is in danger of being subordinate to the legislature.
This editorial by a neo con who gets paid to 'think up' junk is typical of these clowns. They hate the rule of law and Congress and now that they are losing control of Congress, suddenly they want it all thrown away and have a singular entity rule us unilaterally. A Czar. Just what our democracy needs. A dictator who can say whatever he wishes and then have frightened people obey or be murdered. Great. This is our destiny?
Not to mention, this man is a liar. Our Founding Fathers feared kings and czars! They went to great lengths to write this thing which our leaders are destroying: the Constitution. It placed NO man above the law! Nor did it grant the power to make laws to ANY one person! And one thing they wanted to avoid was imperialist warlords running America into bankruptcy fighting Muslims in the Middle East. WWI and WWII, the American public had no desire for war until it was shoved over here.
As Wilson drove us into WWI, the propaganda was, this war would end all wars. Obviously, it was merely the opening act for a major change in world power.
After WWII, we were told, if we patrol the whole planet all the time, we will never have another world war! This plan was even worse than the plan for WWI. We fought one war after another and won virtually none of them. Each one made us poorer and weaker. Even as our leaders boast about what a great economy we have, this is an obvious lie. All the data and facts point to our country being bled dry, we are being drained of our wealth at an astonishing pace.
Staff members of an elementary school staged a fictitious gun attack on students during a class trip, telling them it was not a drill as the children cried and hid under tables.
And our leaders and protectors are insane. They want us scared and go to great lengths to make certain we are scared. This episode with the teachers conspiring to scare some poor children in their care is similar to how Bush and his gang used us after 9/11. Their total disinterest in the anthrax killer is also very telling. They never, ever mention him or that and no one is seeking this criminal. It doesn't exist in most Americans memories, either.
We are being herded about by malicious people who get rich if we are scared and hide under the desk. They want us to obey them and trust them even as they rig things so bad stuff happens and when Nature hits us, they show little concern. And these stupid dreams of some big Czar coming to the rescue to save us from democracy: they will act like Bush or those teachers. They will torture us, rob us and murder us. They will be Saddam Hussein with a huge nuclear arsenal!

I think you're confusing "the law" with "implementation". The day-to-day running of the republic is not Congress' job - there is just no way to debate every issue that comes up, decide on a course of action, and pass a bill (or resolution) directing a course of action.
